He graduated from Asbury University, in 1877, studied law, was admitted to the bar and practiced law in Indianapolis, Indiana, Entering politics, he was elected as a Republican to the Fifty-fourth, Fifty-fifth and Fifty-sixth Congresses, serving (1895-1901). Declining to be a candidate for re-nomination, he continued the practice of law until his death at age 59.
