US Congressman. Born near Mt. Crawford, Virginia to Jacob B and Rebecca Early Garber. He attended the public schools of Rockingham County, and graduated from Bridgewater College in 1899. He was the Principal of Brentsville Academy in 1904 and 1905. He graduated from Emerson College in Boston, Massachusetts, in 1907, and taught in Well's Memorial Institute in Boston in 1906 and 1907. Moving to Timberville, Virginia, in 1908, he was employed as a bank cashier until 1924. Jacob then served as treasurer of Rockingham County from 1924 to 1929. He served as member of the State house of delegates from 1920 to 1922. Jacob was elected as a Republican to the Seventy-first Congress in 1928, but was an unsuccessful candidate for reelection in 1930 to the Seventy-second Congress. Jacob went on to serve in the Virginia State Senate from 1945 to 1947. He later resumed operation of commercial orchards. He died at the age of 74.
