He was born Dec. 28, 1939, in Wood County, W.Va., a son of the late James Edward and Mary Susan Linger Deem.
Billy was a veteran of the United States Air Force, a custom house painter and at the time of his death was the Assistant Pastor of Peoples Community Church in Cutler, Ohio. He enjoyed fishing and spending time with his family.
He is survived by his wife, Pauline Champ Deem; six daughters, Coralynn Gladis (Stephen) of Winchester, Va., Kim Shaffer of Ripley, W.Va., Sandy Shaffer of Mineral Wells, W.Va., Beverly McMillion of Marlington, W.Va., Maria Shaffer of Parkersburg, and Teresa Schreckengost of Mineral Wells; two sons, Timothy William Deem (Paula) of Clarksville, Tenn., and Dwayne Shaffer of Elizabeth, W.Va.; two brothers, Buddy Deem of Smithville, W.Va. and Barry Lee Deem of Wadesville, W.Va.; eight grandchildren, Kevin Garrett Deem, Cody Showalter, Edward Shaffer, Zachery Shaffer, Tala Shaffer, Erin Kaneff, Justin Kaneff and Dakota Shaffer.
In addition to his parents, he was preceded in death by his first wife, Esther Marie Meeks Deem; and two brothers, James Deem and Benny Deem.
Funeral services will be 1:00 p.m. on Thursday, May 27, at Lambert-Tatman Funeral Home, Pike St., south Parkersburg with Pastor Ray Seebaugh officiating. Military rites will be conducted by American Legion Post 15 of Parkersburg. Interment will follow at Skidmore Cemetery. The family will receive friends from 11:00 a.m. until time of service at the funeral home.
