US Congressman. He served in the United States House of Representatives from the 7th District of the State of Georgia at the dawn of the American Civil War. Born in Charlotte, North Carolina, he graduated from Jefferson Medical College in Philadelphia, Pennsylvania and began a medical practice in Elberton, Georgia before relocating to Monticello. He was a member of the Georgia State Senate, from 1829 to 1830 and 1834 to 1836 along with being a member of the board of trustees of the University of Georgia, for twenty-five years. In 1853, he was elected as a Whig to the Thirty-third Congress, serving until 1855. He voted "yes" for funding for the Savannah River improvements. Going against his party's recommendation, he voted "No" to reimbursement of funds to the family of the late Governor of Vermont Cornelius P. Van Ness. Van Ness had not collected fees while he was Collector of Customs for Vermont during the War of 1812. Ness' second wife, a bride from Spain, filed the petition and it was eventually granted. After his term, he moved to Auburn, Alabama and resumed the practice of medicine until his death at age 77.
