Elmer was the son of William (Wilhelm) and Mary Hiller. Elmer had an older brother, Roy E. Hiller (3 Jan 1919-27 Oct 1998).
He had two full brothers and three half-sisters. His brothers were: Ronald E. Hiller 26 May 1941-Living (Linda Lee Herringer) and Larry Wayne Hiller 8 Dec 1943-Living (Kristy Elaine Hanson).
His half-sisters, from his mother's marriage to Merle Anderson were Susan Marie Anderson 7 Nov 1954-Living (Michael McMorrow, divorced), Sheree Key Anderson 26 Sep 1955 (Michael W. Breckel 25 Aug 1954-Living) and Shelly Fay Anderson 1 Aug 1957.
