Funeral services will be at 10 a.m. Monday at Summers-Kistler Funeral Home in Olney. Burial will be in Crest Haven Memorial Park near Claremont. Memorials may be made to Alzheimer's Association or donor's choice.
Mrs. Millspaugh was born on October 20, 1922 in White County, the daughter of Ernie and Fern (Boswell) Phillips. She married William H. Millspaugh on August 8, 1941. He preceded her in death on March 14, 1980. She worked with Jenny Elkins as a seamstress making drapes. She retired from the Richland County Clerk's Office. She was a member of First Presbyterian Church in Olney.
Mrs. Millspaugh is survived by a daughter, Marilyn Grove and her husband, Dan of Olney; two sons, Ronald Millspaugh and his wife, Lois or Norco, Calif., and James Millspaugh and his wife, Constance of Grand Blanc, Mich.; a sister, Ruth Cooper of Mooresville, Ind.; seven grandchildren and three great-grandchildren; and several nieces and nephews.
She was preceded in death by her parents, husband and a sister, Ruby.
