Casper was born in Suttrop, Soest, Nordrhein-Westfalen, Prussia. He was the son of Adolph Cornelius and Gertrud Appelbaum.

Casper immigrated to New York port in Aug 1847, and settled in Platteville, Grant, Wisconsin. He married Margaret Gabriel in Jul 1850 in Grant County. The family moved to Kearney, Buffalo, Nebraska in 1878, where Casper and Margaret ran a hotel for travelers along the Burlington Railroad, later to become the Union Pacific Railroad.

Casper had a nephew Johann Franz 'Frank' Augusts Cornelius, who immigrated to USA in 1867, and lived with Casper's family in 1870, before marrying Amelia Winters in 1872, and settled in Darlington, Lafayette, Wisconsin.
