Known throughout her childhood as "Sar-Ruffin," Sally was born on June 1, 1923, in Covington, Tennessee, the fourth of six children born to David Dunlap Low and Sarah Shelton Ruffin Low. Her parents owned and managed the Vickland and Mont Helena cotton plantations near Rolling Fork in Sharkey County, Mississippi. Her mother died of an infection on July 7, 1929, when Sally was only six. Her father died on January 19, 1930 from injuries suffered during a car accident the previous October. At that point, Sally and her siblings were taken in by their paternal aunt, "Sister Matt," and her daughter, Ora Kibler, at Sardis, Mississippi.

Sally graduated from Sardis High School in 1941, where she was well known and well liked.

After graduating from high school, Sally went to Blue Mountain College (a liberal arts Baptist College near Chattanooga, Tennessee) for two years. Then, at the urging of her oldest sister, Olie, she moved to Boston, Massachusetts, to study music. Shortly thereafter, she met Fred Scott, a physicist who was working with Radiation Laboratory, a governmental research facility located on the campus of Massachusetts Institute of Technology. They were married on April 17, 1944.

Following the War, Sally and Fred lived in Pennsylvania and then New Hampshire before moving to Fresno, California in 1957, where Fred was Chairman of the Physics Department at Fresno State College. They had three children: David, born in 1945; Shelley, born in 1950; and Blair, born in 1962. All three children graduated high school and went on to college. At the time of her death, Sally had six grandchildren, and six great grandchildren.

Sometime during the 1960's, Sally became Chairman of the Fresno Christian Women's Club. People who knew her then, describe her as being a bright light that brought them joy as she shared her love for God.

In 1982, Sally's husband, Fred, died of cancer, and she lived alone. In 1993, she moved to Palm Village Retirement Center, and drove around Reedley in her electric cart, making many friends. About three years ago, she became too ill to live alone, and moved into skilled nursing. Even here, her light shined brightly for everyone to see. She has traded in her earthly body for the one that God has prepared for her in heaven. She will be greatly missed by her family and friends.
