The park, opposite Central High School, was named after Roger Billings, retired carriage maker and spirited citizen who improved the plot that was then Warren Park, overgrown with weeds. Billings was born Oct. 29, 1795, and died here Oct. 21, 1869. Prior to 1841 he lived in the town of Onondaga, coming to Syracuse in that year to open his carriage factory at S. Salina, S. Warren and E. Adams sts., now the site of the Owen apartment house, earlier the Frazer Flats.
