Founder and Chairman of the Military Order of the Purple Heart Service Foundation, Inc. He served in World War II, attaining five battle stars, the Purple Heart and Bronze Star. After the war, he assisted in the rebuilding of Europe by working for the United Nations for refugee programs. He was active in the Military Order of the Purple Heart, Inc., as Editor of the magazine, National Adjutant General and National Commander. He was instrumental in getting the congressional charter for the Order. His next contribution to society was the founding to the Purple Heart Service Organization. He went on to serve as the Chairman of the United States Council of the World Veterans Federation and as a member of the President's Committee on Employment of the Handicapped, the All American Conference to Combat Communism and Freedom's Foundation at Valley Forge. In 1974, he received the George Washington Medallion of Merit, the highest award of the Military Order of the Purple Heart. He was honored with a special award from the State Directors of Veterans Affairs. After his retirement from MOPH, he became executive director of the California Purple Heart Veteran Rehabilitation Services and turned it from a nearly bankrupt organization to a vibrant organization that supports many nonprofit organizations. Upon his retirement, his Congressman, the Hon. Glenn M Anderson, entered a tribute to Richard into the Congressional Record. After World War II, he married Paula Filpus while serving in Germany. They had a full life together until her death in 1987.
