Mayor of Chicago. Prior to running for public office, he worked as a machinery dealer. He was elected in 1876 to represent Cook County in the Illinois House of Representatives for one term. He followed that by successfully running for Mayor and was sworn in April of 1887. During his one term, he earned respect for making improvements to the sewer and water supply and acting to eliminate gambling in saloons. After leaving public office, he became Vice President of the Crane Elevator Company. He died from uremic poisoning. He married in 1871 to Emma Howard and together they had four children.
