The death of the Hon. David R, Leeper which occurred in South Bend, Indiana on November 12, 1900, South Bend lost one of its oldest native born citizens and prominent men, who had been in public life for nearly half a century.
He was born in a log cabin near South Bend January 12, 1832, and had been identified with the growth and progress of South Bend from infancy.

David was the son of Samuel and Elizabeth (Roher) Leeper, who moved from Ohio to St. Joseph County in 1828.

As a young man, David made his living as a farmer. He was educated in the local school system. Hearing about the gold strike in California, David set out to make his fortune in 1849. Not finding his El Dorado in the gold fields, David mover from job to job to hack out a living.

In 1872, David returned home and resumed his education. While in the West, David becomes involved politics. At home, he got involved with the Democrats and was nominated for the state Legislature, but declined.
In 1874, he was again nominated and was elected. In 1877, he was re-elected, and served on many important committees. In 1878, he elected to the State Senate for St. Joseph County. In 1887, Davis retired from politics.

1892, David was nominated for Mayor of South Bend, reluctantly accepting, and was elected. After serving his term, he retired again from public life. He was then asked, and was appointed to Police Commissioner of South Bend by the governor of Indiana. He served as Police Commissioner until his death in 1900.
