Son of John and Abigail Bellinger. At the time, a resident of Liberty, Tioga County, PA, he died prematurely in a lumber operations accident. Howard was working for his father-in-law J. Welsey Childs on a log slide near Ceadar Run, Lycoming County, PA. Down a steep hill along the log slide, he lost visual contact with his work party while getting matches to start a fire. He was alerted that logs were coming down the slide, so he took refuge off the slide behind a tree. When the work party sent down a log, the log bounced out of the slide, snapping the tree he was hiding behind, and then struck Howard, resulting in instant death. He was taken to his family's homestead and then buried in what is now called Old Charleston Cemetery.
