Willard J. (Bill) Daniel, 66, assistant city street commissioner, died at 4:30 o'clock yesterday morning at his home, 1601 Kirby avenue, following a cerebral hemorrhage. He had apparently been in good health when he retired Sunday night and had worked until noon on Saturday.
Funeral services will be conducted at the Meeks mortuary at 1 o'clock tomorrow afternoon, the Rev. Dewey Hole, pastor of Yorktown Christian Church, in charge. Burial will be in Beech Grove Cemetery.
Mr. Daniel was appointed assistant city street commissioner two weeks ago when the administration of Mayor Ira J. Wilson took office. He had been active for the election of Mr. Wilson during the past campaign, and addressed a number of political meetings in support of the Republican candidate.
Mr. Daniel was street commissioner during the five years of the George R. Dale administration and served for three years as a member of the police department during the first term of Dr. Rollin H. Bunch in the mayor's office.
Sunday, Mr. Daniel spent several hours writing on a newspaper article "Helping the Street Department Cut Taxes." Throughout the years that he worked for the city Mr. Daniel gained a wide reputation for keeping the streets and alleys clean with the minimum amount of expense to the taxpayers. His interests were both in helping those in need of work and in holding down taxes.
He was born in New York state on October 2, 1872, and removed with his parents to Danville, Ill., when still a child. Mr. Daniel left school when his father died and at the age of thirteen learned the blacksmith trade. He moved to Waveland in 1904 and seven years later came to Muncie, operating a blacksmith shop for several years on Kirby avenue, near his home.
Mr. Daniel was a Socialist but worked for the election of men to political office according to their merit. He supported the late George R. Dale for mayor but was active in Republican politics during the last campaign.
Mr. Daniel suffered a slight stroke three weeks ago which affected his right side, but had recovered and was apparently in good health until shortly before his death. He was an early rise and awakened about 4:15 o'clock yesterday morning and told his wife that he would get up immediately. He was sitting on the edge of his bed when stricken.
Surviving are the widow, Mrs. Amanda Daniel; three step-children, Jesse Rogers, Ellen Rogers and Marie Rogers, and three brothers, Irvin Daniel of Catlin, Ill., Leslie Daniel of Chicago, and Arthur Daniel of New Mexico. Friends may call at the residence after noon today or at the mortuary after noon tomorrow.
In the unpublished article on which Mr. Daniel worked Sunday, he appealed to the citizens of Muncie to help reduce taxes by co-operating with his department in the matter of placing garbage, ashes and other refuse at specific spots where it would be accessible to the collectors, explaining that the job could not be done efficiently or economically without co-operation.
So far as possible, Mr. Daniel urged in his writing the refuse accruing from the homestead should be piled neatly at the rear of the lot next to the alley. In several instances where there is no alley, it should be left in a neat pile at the curb, he wrote. He explained the loss of time arising from "curb service," saying that it required men and money which could be at work in other sections of the city where it was needed more.
Mr. Daniel had worked out a schedule for the trucks and men and was engaged in giving the city its first thorough cleaning in several years at the time he was stricken. His trucks were cleaning one section of the city at a time. He had urged the citizens to help them complete their task, saying that to receive calls from different parts of the city to haul away trash would disrupt the program.
