Charles Henry Barker was born in Chicago He journeyed west to California with his parents as a youth, first living and working in San Francisco and later moving to Sacramento where he worked at the William Land Hotel and learned much about the hotel business. He eventually moved to Roseville, where he met and married Belle Ross. He would eventually lease and operate his father-in-law's hotel, the Western Hotel located on Lincoln Street, until selling it and making enough money to build a hotel of his own which became the first class Barker Hotel (grand-opening was June 8, 1911). The hotel also had the Barker Grill, a fine restaurant, and a bar. Mr. Barker went on to buy other real estate and invest in other properties. He also was a baseball enthusiast and sponsored some of the early Roseville baseball teams. He died at the age of 63 in 1938.
