Daughter of Allen Spencer and Lucy Ann Lewis, Julia was third born in a family of seven known children. Her siblings included Daniel F., Nancy C., Lucelia, Lewis, Charles C. and George Washington Spencer.

Julia first wed Massachusetts native, George S. Miller, with whom she had one, short-lived son, George C. About 1892 she married second, Asahel B Matteson.
