US Congressman. He graduated from Wooster University, Ohio in 1912 and taught at Wooster High School from 1913 to 1917. During World War I, he served in the US Army overseas from May 10, 1917 to August 11, 1919. He was promoted to captain, was aide-de-camp to General Farnsworth and was awarded the Purple Heart Medal and the Croix de Guerre. After the war, he studied law at the Inns of Court, London, England, returned to the United States in 1919, resumed teaching and was a member of the Wooster City Council 1919 to 1921. He was admitted to the bar in 1922, commenced to practice law in Wooster and was elected as a Democrat to the Sixty-eighth, Sixty-ninth, and Seventieth Congresses, serving from March 4, 1923 to March 3, 1929. After being a unsuccessful candidate for reelection he resumed his law practice and served as a lieutenant colonel with the Military Government in Italy, 1943 to 1946. On January 3, 1949, he was elected to the Eighty-first Congress, serving till January 3, 1951. Being a unsuccessful reelection candidate he returned to Wooster, Ohio, where he practiced law and resided until his death.
