Frances was the daughter of George Bellas and Virginia Laura Booth. She was probably born in or near Sedalia, Pettis Co., Missouri.

Frances was married June 23, 1888 in Maricopa Co., Arizona to Romanzo T. "Roma" Jackson. Romanzo worked in the printing industry, was a journalist in the late 1890's, and finally as a miner in 1900 in San Francisco. On the 1900 census Fannie Jackson was enumerated in San Mateo Co. as married but Romanzo is not in the household. He is enumerated as divorced in San Francisco. They had three daughters:

He died before 1909; Frances Fanning is listed as a widow in the 1909 San Francisco City Directory. She married a 3rd time c1909, an Unknown Lichmann. By 1915, Frances is again using the Fanning surname and would continue to do so until her death.

In 1900, she is enumerated with her three daughters in San Mateo Co., California. (She is listed as married but her husband Romanzo "Roma" Jackson is not enumerated in the household.) In 1920 & 1930 she is living with her married daughter Alma in Los Angeles, Los Angeles Co., California. In 1940, still in Los Angeles, Frances Lee Fanning, age 75, born in Missouri, is a widow living alone.
