Governor of Arizona Territory and Congressman. In April 1883 he settled in Prescott, Arizona where he engaged in mining and the real-estate business. He was secretary to the Governor of Arizona Territory in 1885, appointed secretary of Arizona Territory March 21, 1889, delegate to the Republican National Convention at Minneapolis in 1892 and Governor of Arizona Territory, 1892 to 1894. Elected as a Republican to the Fifty-fourth Congress, March 4, 1895 to March 3, 1897, but was not a candidate for renomination. He again was elected Governor of Arizona Territory and served from 1898 till he resigned in 1902. While on vacation at the Hotel del Coronado, San Diego, California, he died suddenly. He was buried in Woodlawn Cemetery San Diego, California and was re-interred in Rock Creek Cemetery in Washington D.C. in December of 1909.
