Jess was born Jesús Jose Sáenz Rubio to Rafael Sáenz Espinoza and Elisa Rubio Torresdey. His mother's maiden name was placed as a middle name when they immigrated to the United States. He later changed his name from Jesús to Jess.

Jess served honorably in the U.S. Army as a Corporal Tech-5 in Italy during World War II from 5/29/1943 to 1/28/1946. His military records are under Jesus R. Saenz, Serial No. 39133714.

He was married to Betty Emmett and had three sons, Darrell W., David and Steven. That marriage ended in divorce.

He was an avid baseball fan and Square Dancer earning numerous awards during his lifetime.

After his children were grown and he had retired, he married Janet Irene Askerman on January 2, 1979 in Reno, Washoe, Nevada and they resided in Atwater, Merced County, California.

He was past-president of the Disabled American Veterans, Atwater-Merced Chapter 31.

They moved to Chandler, Arizona about a month prior to his death. He was interned with full military honors on December 12, 2003.

He was preceeded in death by his son Darrell who died in 1970.
