Clarence was the son of Wilson P. and Mattie Goldberg Wallace. He was born and raised in Ozan, Arakansas.

He married Lorine Hudiburg on 12 Oct 1916 in Victor, Colorado. He and Lorine would have four children: Maurice (1917-1961), Newton (1919), Jessie(1920), and Robert (1923-2000).

Clarence was a Presbyterian Minister and he and Lorine would serve in a number of churches through their marriage in Ohio,
Kansas, Nebraska, Iowa and Oklahoma. He retired from the Bethany Presbyterian Church in Muskogee on 1 January 1957.
