Dr. Romulus Culver Biggs was born in Greenup County, Kentucky,
August 27, 1843, the son of William Biggs and Lucy Davis. His father was born in Montgomery County, Ky on October 19, 1800.

He was educated in the Greenup County schools, at Wesleyan College in Delaware, Ohio, and at Center College, Danville, Kentucky; he attended the Medical College of Ohio at Cincinnati, and the Bellevue Hospital Medical College in New York, graduating in 1868.

He began the practice of medicine at Coalton, Kentucky and was for some time in Greenup and Anderson Counties. He located in Ashland, KY in August, 1889, and was one of the leading physicians of that place. He was a member of the Northeastern Kentucky Medical Association, a Democratic voter, and highly respected citizen. He was a member of the Methodist Church.

He was married to Susan Mary Stevens, May 2, 1872 while practicing in Anderson County, Kentucky. She lived but a few months after their marriage, dying on the 26th day of Sept.

He remained a widower until 1889 when he met and married Frances Emma Brown on the 11th day of July in Scioto County, Ohio. She was the daughter of Fleming Harrison Brown and Deborah Strother. Frances Emma died Nov 16, 1912. They had no children. She is buried in the Old Wheelersburg Cemetery in Scioto, County, Ohio. Although his name is on her tombstone he is not buried there.

He remained a widower until his death in Apr 24, 1920. He was laid to rest in the Brick Union Cemetery, in Greenup Co, Kentucky where a simple tombstone marks his grave.
