Barbara was the eldest daughter born to John Wesley Gates and Mary Elizabeth Stills-Gates.

She graduated J.E. Springarn High School in 1956; then attended M.M. Washington Vocational School, where she received a diploma in Nursing, and worked at the Washington Hospital Center full and part-time as a Licensed Practical Nurse (LPN).

She married Willis Blackshear in 1957, and to this union two (2) daughters were born, Lemoyne and Pamela Blackshear.

Barbara's siblings are Gerald, Bettye, Berdie Gates-Coleman, and Diedre Gates.

She began working for the U.S. Postal Service in 1959, and after receiving multiple promotions, she became a Master Instructor, at the William F. Bolger Management Academy, in Potomac, Maryland, and later, a Operations Analyst at U.S. Postal Service Headquarters, in Washington, D.C.

Throughout, Barbara continued her education, receiving a Bachelor of Business Administration Degree from the University of Washington, enrolling in a Graduate Program at American University of Washington, DC, where she received a Masters Degree in Adult Education, and Human Resource Management.

During Barbara's thirty-three (33) years with the Postal Service, she received multiple Awards and Honors denoting exemplary job performance, including Certificates of Appreciation and Letters of Commendation.

In addition to Barbara's numerous professional accomplishments, she was very active in the Community. Active throughout her life in the Girl Scouts as well as Brownies, she led Troop# 1975, from 1967 through 1984.She assumed leadership of Cadette and Senior Troop# 1213 from 1984 throughout. Serving on various Councils and multiple Officer positions, she was awarded the Nation's Capitol Pin, and Thanks Badge, the highest Girl Scout Award, for Outstanding Service to Girl Scouting.

She attended The Episcopal Church of Atonement, serving on the Vestry, and was an active member of the Church Choir, serving on multiple committees. She often assisted the Red Cross as an Instructor and Volunteer. She actively served her neighborhood and community as a member of the Eastland Garden Civic Association, receiving four (4) citations for Outstanding Performance, Serving as President from 1987 through 1989.

Separate from her professional, community, and church activities, Barbara was an active member of the Capitol Hill Equestrian Society, and Black Ski. She enjoyed swimming, walking, and other fitness activities.

Throughout her life, Barbara worked diligently to assure her children were able to benefit through educational advantages. Lemoyne, an architect, is a Captain in the U.S. Air Force, and Pamela is a Doctor of Veterinary Medicine.

Barbara was a true inspiration both personally and professionally to all who knew and loved her. Barbara succumbed to complications associated from breast cancer. It was totally unexpected by her physicians and us All, as she had be updating her Professional Resume' while hospitalized, and we were All looking forward to her coming home. However, our Heavenly Father had another "home" planned for her, and Welcomed her there.

In addition to her immediate family members, Barbara also leave to celebrate, appreciate, and feel blessed to have known her, a grand-daughter, Ariel, Barbara's Postal Family who indeed loved working with her along with personal associations, and many cherished relatives, and other special friends.

The family requests in lieu of flowers, that donations in Barbara's memory be made to the Susan G. Gorman Breast Cancer Foundation, Girl Scouts of the Nation's Capitol, or the Church of the Atonement.
