The son of Helen Eliott Ising, in 1860, he was a confectioner living in Philadelphia and was still living there in 1870.

A Civil War veteran, he enlisted in Philadelphia July 16, 1864, mustered into federal service the same day as a private with Co. B, 197th Pennsylvania Infantry, and honorably discharged at term's end November 11, 1864. He also enlisted in Philadelphia March 2, 1865, mustered into federal service the same day as a private with Co. F, 214th Pennsylvania Infantry, and honorably discharged with his company March 21, 1866, in Washington DC.

He married Catherine E. ? and fathered Charles J. (b. 1876) and likely others.
