The son of Benjamin & Hannah (Benjamin) Keefer, in 1850 he was living in Mercersburg, Franklin County, Pennsylvania. He married Sophia Hobbs and fathered Lucinda Odessa (b. 06/03/50), George (b. 03/12/53), Adessa (b. 09/08/56), William (b. 10/12/57), Anna M. (b. 08/15/60 - married Charles H. Lash), Robert (b. 01/12/62), Henrietta (b. 06/11/64), Florence (b. 04/27/69), Alice (b. 03/31/70), and Laura (b. 02/12/72). He moved to Ohio by no later than 1856, returned to Pennsylvania and in 1860 was living in Antrim Township, Franklin County. Sometime shortly thereafter, he returned to Ohio.

A Civil War veteran, he enlisted and mustered into federal service at Camp Chase, Columbus, Ohio, May 2, 1864, as a private with Co. K, 163rd Ohio Infantry, and honorably discharged with his company September 10, 1864.

In 1870, he was living with his family in Stark County, Ohio, but returned to Pennsylvania prior to his death.
