Before joining the Army Air Corps in 1941, he was a coal miner and insurance adjuster in western Pennsylvania. His Army career began in World War II, when he served in the North Africa Campaign from 1942 to 1944. He continued his military career, having served with the Army Intelligence and Security Agency in both the European Theatre and the Far East.
Following his retirement from the Army, he continued in public service, having been elected as chief deputy of Fairfax County from 1968 to 1976.
Survived by wife of 59 years, Betty (Joiner) Bolinger of Lansdowne and Nicktown; children, Bruce Bolinger, Nicktown; Paul Bolinger, Spokan, Wash.; Janvier Bolinger, Lancaster; Molly (Bolinger) Nesline, Vienna, Va; and Madge (Bolinger) Gazzola, McLean, Va.; brothers, Cloyd Bolinger, Cape May, N.J.; Norman Bolinger ,Jacksonville, Fla.; Donald Bolinger, St. Augustine, Fla.; and Zane Bolinger, Rochester, N.Y.; sister, Marian Vay, Colver; seven grandchildren; and four great-grandchildren. Service and interment was held Oct. 23, 2001, at Arlington National Cemetery.
