Gerry was a Delaware State Trooper killed in a line of duty auto accident responding to a call for assistance from another trooper. Gerry is the son of Robert Francis and Jean Cameron Dowd. He is the brother of Robert J. Dowd, US Navy Commander Frank J.Dowd, Molly Dowd Metzler, Katy Dowd Beattie and Ann Dowd Hubley. He was preceeded in death by his brother Daniel Dowd, who died in infancy.

Gerry was born and raised in Seaford, Delaware. He was an outstanding athlete and an avid fisherman. He graduated from Seaford High School. After college he briefly became a teacher before joining the Delaware State Police in July of 1989. He was first assigned to Troop 7 in Lewes before transferring to Troop 5 in Bridgeville. On duty he showed a great sense of compassion and eagerness to help others. Off duty, he was kind, loving, gentle and humble. He never had a problem laughing at himself. He had a super personality and a great sense of humor. Gerry was a friend to many and touched the lives of countless others.

Though our time together was too short we created many great memories that I will always cherish.

It was an honor to have known him.
