Mrs. Howard, who was born and reared in Greenbrier, Ark., receiving a teaching certificate from Teachers College in Conway, Ark. She moved to Brawley, Calif., in 1946, where she taught elementary school. She resettled in Beaverton following the death of her husband in 1981 and moved to a Forest Grove care center in March.
Mrs. Howard was a Baptist.
Surviving are a son, Ed of Portland; brother, James Elliott of Jacksonville, Ark.; sisters, Susan Smallwood of Fort Smith, Ark., and Ruey Dardenne of Wabbaseka, Ark.; and two grandchildren.
Burial will be in the Forest View Cemetery in Forest Grove.
