Eleanor was the oldest child of Phillips Pettingill and Joann (Coffin) Harris. Joann had been the widow of Moses Little Harris Jr. who died in 1839 and is buried in Greene. So Eleanor had two older half siblings, including a brother named Moses L. Harris.

Joann remarried to Phillips in 1844. Eleanor was named for Phillips' mother Eleanor (Cobb) Pettingill.

Eleanor married Francis E. Howe in Leeds on January 1, 1869. They had five children, one of whom died in childhood.

She died of heart disease at age 50.
