Eliza, daughter of Gen. John Smith of Virginia and Animus (Anna) Bull, was born on the family home called "Hackwood," located in Frederick County, Virginia. The "Shooter's Hill Family Bible" records her christening by Rev. Mr. Sturgess, with Doctor Bull and Mr. Joseph Nourse as godfathers and Mrs. E. Gaugh and Mrs. Nourse as godmothers.

Through her father's side Eliza descended from the Smiths of "Shooter Hill," the Jaquelins of Jamestown, Miles Cary of Warwick County, VA, and the Warners of "Warner Hall," VA. Through her mother's side she descended from Gen. John Bull of Pennsylvania and the Op den Graff family of Germantown, Pennsylvania.

Eliza and Robert Mills were married in Frederick County, Virginia on October 15, 1808. They bore seven children and adopted a son: Sarah Zane (Jane?) Mills (1811 - 1894) who married John Evans; Jacquelin Smith Mills (1814 - 1859) who married Edward Pendleton; Mary Powell Mills (1816 - 1894) who married Alexander Dimitry; an unnamed stillborn son (born and died Dec. 14, 1817); Anna Smith Mills (1819 - 1864) who married Fortunaus Cosby; twins John Smith Mills (1820 - 1822) and Eliza Virginia Mills (1820 - 1844); and an adopted son, James Barnwell Smith (1836 - 1890), who married Augusta Norfleet (who incidentally after her husband's death married Robert Andrea Dimitry, the son of Alexander Dimitry and his wife Mary Powell Mills.)
