Frank was born in Novosedly, Bohemia to Jan Stepka and Rozalie (Sicha) Stepka.

Faribault Daily News, 30 March 1949;

VESELI (Special)--Frank Stepka of Elko, 76, died at St. Francis hospital in Shakopee recently. Mr. Stepka farmed in this area for many years. Mr. Stepka was born in Czechoslovakia and was brought here at the age of six months, when his parents settled in Veseli. His wife and one son, Jacob, preceded him in death. Services were held in the church of the Most Holy Trinity here Thursday morning, with the Rev. Robert Bastyr officiating. Surviving are four sons, Frank and John of Prior Lake, Joseph of St. Paul and Thomas of New Market; and two daughters, Mrs. Eric Peterson and Mrs. Orlen Knutson of National City, California. One brother, John of Veseli, and 23 grandchildren and four great-grandchildren also survive. Grandsons were pallbearers and interment was in Holy Trinity cemetery.
