In 1919, William Riker founded the town of Holy City located in the Santa Cruz mountains. Well known for his self-promotion tactics, he was able to persuade a following of about 300 individuals to join him in Holy City as part of his new religion which he called the "Perfect Christian Divine Way". He ran for governor four times advocating issues such as white supremacy and abstinence. He ran Holy City until its decline and eventual sale in the 1960s. Riker eventually converted to Catholicism at the age of 93.

Holy City became a colorful attraction on the old road between San Jose and Santa Cruz. It had many signs and placards inviting motorists to stop for gas, souvenirs and to learn about the “World’s Perfect Government.” One of the most recognizable features was it’s row of stocky Santa Clauses. In its heyday, Holy City also boasted its own radio station and a zoo. Very few of the original structures remain.
