Third of seven children of John William and Ina Phelps Dare, he married Sadie Mae Newell on Dec. 22, 1940. She died Mar. 17, 1949. He married Ulna Denny on Oct. 11, 1952 in Mt. Vernon. They had one daughter. Four of his brothers predeceased him: James, Sterling, Hershel and Maxwell.
Leo was a veteran of W. W. II and a member of American Legion Post 141 of Mt. Vernon and VFW Post 9153 of Waltonville.
He was an independent oil producer. He was a member of the Illinois Oil and Gas Association.
He was also a member of Central Christian church.
