US Congressman. A member of the Republican Party, he served in the US House of Representatives from Indiana's 10th congressional district for three consecutive terms form March 1867 until March 1873 and one term from Indiana's 13th congressional district from March 1875 until March 1875. After studying law, he was admitted to the bar in 1845 and began practicing law in Warsaw, Indiana. During the American Civil War, he served as a camp commandant and paymaster. In 1866 he was elected to the House of Representatives, succeeding Republican Joseph H. Defrees. During his tenure in Congress, he served as chairman of the War Department's Committee on Expenditures. In 1874 he declined to run again and after his term expired, he returned to his law practice in Warsaw. In April 1882 he was appointed by President Chester A. Arthur as the Chargé d'Affaires to Paraguay and Uruguay, serving until February 1885. He died at the age of 74.
