He attained his Bachelor of Arts from Spring Hill College in Mobile, Alabama and later received his law degree from Loyola University in New Orleans. He initiated his political career when he was elected to and served in the Louisiana State House of Representatives (1967 to 1976). After only four months into his Congressional term, Torny resigned due to violating federal campaign laws. He served six-months in prison after pleading guilty to misdemeanor charges. He later returned to practicing law and ran unsuccessfully for reelection to the Louisiana State House of Representatives. He died from natural causes.
