The daughter of George Hugh Smith and Susan Glassell Patton, Anne married Hancock Banning, Sr., son of Los Angeles pioneer Phineas Banning. Following the 1906 San Francisco earthquake, Anne organized a relief unit in Southern California for people who were unable to help themselves. In 1919 the first chapter of the Assistance League of Southern California was born under Banning's leadership. The League provided services to people in need following World War I. In 1935 the National Assistant League was created by Ms. Banning and today has 120 chapters in 26 states with a membership of 26,000. The League is still in service in the Los Angeles County.
