The William Dickey listed in this memorial died in 1748.
Therefore, he could not have served in the War of 1812 as indicated by the veterans burial record picture posted. The William of this veterans burial record is not the William in this memorial, and therefore is not buried in Butler County.

There is a strong possibility that the dates are incorrect on this grave as there were relatively few settlers in what is now Butler County in 1748. If this attached photograph is of William Dickey's tombstone, this is also a bit suspect as the tombstone looks more like it is from the 19th century than the 18th century. It also seems suspicious that if he died in Chester County, Pennsylvania (outside of Philadelphia, at the other end of the Commonwealth) that his remains would have been carted nearly 300 miles to be buried here. These b/d dates seem suspect.
