Norma Lee (who went by "Lee") was born on February 15, 1927 in Bartley, Nebraska, the daughter of Elsie (Butherus) Davis and Ed Davis. She spent her early childhood years on her family's homestead in Bartley. The family then moved to the Cow Creek Ranch in Encampment, Wyoming. She attended school in Saratoga, Wyoming and graduated from Platte Valley High School in Saratoga in 1944. In the summers during her high school years she worked at the A Bar A dude ranch. After high school she moved to Rawlins, Wyoming where she worked for the County Extension Agent. On September 2, 1946 she married Allen Ward Elliott. Together they worked and raised their family on the Flying Diamond Ranch near Encampment, Wyoming. She moved to Sheridan, Wyoming in 1974. In Sheridan she worked at Memorial Hospital of Sheridan County until retiring in 1994.
