Bluford was born at the Berrien Center, Michigan to Noah and Susan Hickman Hawkins. In 1861 his father brought his family to Indiana. He got schooling at Howard, Burlington, and Danville Normal College. In 1879 he married Emma Alice Collins who died in 1893.
He was survived by two sons, Claude P. Hawkins of Russiaville and Aubrey L. Hawkins of Ann Arbor Mich. Mrs Albert Tapp, deceased, was a sister.
