Otis Mildred Jackson was born Jan 26,1928. She left school at the age of 14 to go to work in a bottling plant to help support her family. Her mother was concerned about her daughter since Nashville had many men in military service in town for training during WWII, so her mother warned her not to talk to "soldier boys." Mildred followed her mother's advice until she met Darrell Luquer while waiting at a bus stop. He tried to strike up a conversation, and she tried to ignore him as her mother had told her to do, but finally she decided he was awfully nice and not the type of "soldier boy" her mother had warned her about. They were married Feb. 8, 1944, and remained together until her death almost 40 years later. She and Darrell had one son.

Mildred was a talented seamstress. She could look at a garment, select a pattern and adjust it as needed to recreate the garment she had seen, often duplicating (or improving on) details such as fancy embroidery, trims, etc. In her later years she became interested in ceramics. She had her own kiln and would make items, then paint and glaze them. She gave many of these items as gifts to family and friends and sold others in local gift shops.
