Bertha Ina Carter was the daughter of Tony Arthur Carter and Lola Gladys Stevens Carter . Her nickname was Ilene. She was the fourth of eleven children, five boys and six girls.

She married Eldridge Franklin Smith on February 7, 1948 in Kansas City, Jackson County, Missouri. She was mother to three daughters and one son. The family lived for some time in the Kansas City area before moving to Decatur, Arkansas.

She was an accomplished seamstress and upholsterer. She enjoyed sewing clothing for her younger sisters and her family.
