Raymond Lightbourn Sr. was born in Florida on 3 July 1919, the son of Bahamian immigrant, Annie Roberts.

A career civil servant, Lightbourn served in the US Navy during World War II.

Lightbourn married first wife, Bessie (née Roberts) in 1938. Their children include: sons, Raymond Jr and Charles (d. 2011), and daughters, Bernadine (Bernie) Hardin, Juanita Johnson (d. 2015), Christina Williams, and Dorothy Crawford.

Lightbourn married second wife, Rebecca (née Lester) in 1963 and they had three children, Samantha, Rennea, and Ray.

Lightbourn's daughter Samantha, who worked as a US Army budget analyst, died tragically on September 11, 2001 as a result of the attack on the Pentagon.

Raymond died on 17 January 2011 from heart disease. The Capital Heights resident was 91. His funeral was held at Ebenezer A.M.E. Church in Fort Washington, Maryland.

He was survived by:
- his second wife;
- children, including son, Byron;
- grandchildren;
- great-grandchildren; and
- other relatives and friends.
