Cooter was born February 1, 1958 in Buncombe County where he had lived most of his life.
He is preceded in death by his parents, John Stanhope and Mary L. Oates.
Cooter is survived by his daughters, Rebecca Oates of Pensacola, Fla., Alissa Morris (John) of Leicester, N.C., Amber McElrath of Leicester, N.C. and Michelle Duckworth (Casey) of Cross, S.C.; sisters, Mary Lou Ollis of Crossnore, Nancy Shetley of Sparks, Nev., Linda Fisher of Swannanoa and Vickie Woods of Leicester; brothers, Wayne Oates of Canton and John Larry Oates of Justin, Texas and two granddaughters and one grandson.
