Fleming was the third son of John B. Moore and his wife, Sarah M. Fleming. He served in the Civil War with Company B of the 134th Illinois Infantry. Fleming taught school and studied the law after the Civil War. He set up office between 1883 and 1913 as an Attorney at Law in Milford (Iroquois County), Illinois. Fleming married Angelina G. Walters, a daughter of Ephriam Walters and Jemima Good. They were married on October 23, 1872 in Watseka (Iroquois County), Illinois. They had five children, two sons and three daughters.
