Capt. Howard served in the Confederate Army during the Civil War. He was a member of the Sons of the American Revolution.

In the 1900 and 1910 U.S. Censuses, Capt. Howard was single and living in Baltimore City, Maryland, with the family of his brother, McHenry Howard (1838-1923).

Capt. Howard shot himself in the head on 11 Aug 1911 at 901 St. Paul Street. He was found by his nephew, Charles McHenry Howard.
