By the 1880 census Charles father had moved their family to Talleyrand, Kansas. On 27 Dec 1895 Charles marries Ludica J Kirby in Carthage, Jasper County, MO. Charles and Ludicy have 2 boys: Henry Clay b 1896 and Albert R b 1905.
Charles helped raise his sister's (Mary Blackford Armstrong) boys after her husband Graham Armstrong passed away. They are listed living next door or with Charles on the 1920 census for Carthage, MO. He continued to help raise the boys after his sister passed away in 1923 leaving the boys orphaned. Charles is listed living in Chicago, IL on the 1930 census along with his Armstrong nephews. Charles' Armstrong nephews grandmother had been living in Chicago and passed away in 1907. They had aunts still living in Chicago. It is just speculation on part, but it's logical to think the Armstrong's went to Chicago to be close to their Armstrong aunts. But again, this is just speculation on my part.
