Richard was valedictorian of his Bisbee High School Class of 1978. He went on to graduate from University of Arizona with a bachelor's degree in history in May 1982 and was awarded the Merrill P. Freeman Medal for outstanding male senior. Richard was tragically murdered in his hotel room in Tucson over Memorial Day weekend in 1986 and the murder has never been solved.

He made many contributions to the University of Arizona, working with students & alumni. During college he played trumpet in the UA band, was a member of the Chain Gang Honorary for juniors and the Bobcats, a senior honorary group, student body president from 1981-1982. He was a master at getting things done with people, the administration and the faculty.

He was a man who was loved by all who knew him. Richard is survived by his father, Richard T. Garcia, his mother, Anna, brother, Martin, and sister, Roseanna.
