I will go by Find A Graves rules on transferring to family members:
Transfer requests will be for direct relatives within four generations. This would be your siblings, parents, grandparents, great-grandparents, children, grandchildren, and great-grandchildren. I will consider other transfers with proof of being related. Remember the goal is to not "collect" memorials but to keep them preserved and accurate.
