The grounds of this cemetery were deeded to the trustees of the Union Beneficial Association on September 25, 1845 by Stepney Forrest, a free Black man and early member of Ebenezer Methodist Episcopal Church, which is still located at 4th and D Streets, SE. The cemetery covered the northern half of square 1089 (lots 9 through 18 only) - bounded by 16th and 17th Streets, and C and D Streets, SE. It was located diagonally across 17th & D Streets, SE from the old Ebenezer Methodist Cemetery, which was located in Square 1102, and had been condemned in 1874. On October 16, 1878, City Health Inspector, Dr. Smith Townshend, investigated reports that multiple burials had been made in single graves, which was found to be true. On November 15, 1883, the cemetery was condemned by city commissioners and the bodies therein were later moved to Payne's Cemetery (unless another cemetery was chosen by qualified heirs in some cases) in early 1889.
