The Cemetery consists of three different original cemeteries started at different times: Fretwell Cemetery, AKA Old Settlers' Cemetery, (1889); New Trinity Cemetery (1920s); and People's Burial Park (1931). A historical marker at the cemetery states that the cemeteries are collectively referred to as New Trinity Cemetery but most maps, including USGS maps and Google Maps, refer to the group collectively as People's Burial Park. There are no fences or other clear distinctions on the ground among the three. The main entrance is on NE 28th St. with a side entrance on N. Beach St.
The first know burial was of Rev. Greene Fretwell. In 1883 Greene Fretwell moved his family to a farm in the vicinity of the present 28th Street. When he died in 1886, there was no place in the area for African-Americans to be buried. His widow, Francis, traveled on horseback to the neighboring farms, ranches, and to the trustees of Trinity Chapel Methodist Church asking for any donation, large or small, and promising that these families would always have a place to be buried. She collected thirty dollars and bought the two acres for a church and the cemetery to bury her husband in. He was taken from his original burial plot in the woods on their property and laid to rest in the small Fretwell Cemetery.
